Hello,
So, there is a thing called skin system,
if you use TL’s skin system, you cannot actually change your skin frequently, you have to quit game and do all that stuff, but with this turned off, means official minecraft’s skin system is being used and the server your going to play with has skinsrestorer plugin, you can /skin to change it easily.
However it only works with multiplayer, no singeplayer.
and TL skins system users cannot see your skins.
